Board of Trustees - Al Istiqlal University

Al-Istiqlal University’s Board of Trustees comprises sixteen members from the Palestinian National Authority, selected for their expertise, judgment, and sense of responsibility. The Board is chaired by Major General Al-Haj Ismail Abu Jabr.

Powers of the Board of Trustees

The Board of Trustees of Al-Istiqlal University holds the authority to:

Safeguard the University’s mission and adopt all measures that contribute to its advancement and the achievement of its objectives.
Review and approve the annual budget proposal.
Discuss and approve internal regulations related to financial and administrative matters.
Appoint the University President.
Appoint Vice Presidents and Deans of the University.
Ensure the effective management of the University’s resources and the proper organization of its administration.
Oversee that the University’s executive administration implements the regulations and laws approved by the Board of Trustees.

Chairman of the Board of Trustees of Al-Istiqlal University

Lieutenant General Haj Ismail Abu Jabr

Lieutenant General Haj Ismail Hassan Issa Abu Jabr is a distinguished Palestinian military leader, born in 1943. He currently serves as Assistant to the Supreme Commander of the Security Forces and Advisor to the President of Palestine for Governorate Affairs. He has been a member of the Fatah Central Committee since 2016. His previous positions include: • Commander of the Joint Forces in South Lebanon during the 1982 Lebanon War. • Commander of the Palestinian National Security Forces in the West Bank (1994–2005). • General Commander of all Palestinian security agencies (appointed in 2006).
