Workshop on the Complaints Reception and its Processing Mechanisms in the Governmental Departments

The legal clinic, which is affiliated with the Faculty of Law, at Al-Istiqlal University in cooperation with the Independent Commission for Human Rights “the Board of Grievances” and the General Directorate of Complaints, which relates to the Secretariat of the Council of Ministers, organized a working day for second and third year students entitled (The Mechanisms of Complaints Reception and its processing in the Governmental Departments and Civil Society Institutions), in the presence of Prof. Dr. Saleh Abu Osbaa, the President of Al-Istiqlal University, Dr. Issam Khalil, the Commissioner of the Independent Commission for Human Rights and Mr. Kamel Al- Rimawi, the Director of the General Department of Complaints, in the theater of University, on Tuesday 12th of March 2019. 

Prof. Dr. Abu Osbaa welcomed the attendees and expressed his happiness in embracing the educational day which concentrated on the mechanism of communication between the citizen and the official for right protection, if so, pointing out  the existence of a complaints and suggestions box at Al- Istiqlal University with a committee to follow up and resolve the issues. Also, he praised training session for the students of the Faculty of Law which will benefit their future work, thanking the Independent Commission for Human Rights and the Public Complaints Department their efforts.  

In the context, Dr. Nizam Salahat, the Dean of the Faculty of Law, said that “This is another day for Al-Istiqlal University to communicate with the partners and institutions to serve the Palestinian community”, directing his message for his students to benefit from the training for their future work in the security institution which involves an effective system of transparency as the process in the advanced countries.

Furthermore, Dr. Issam Khalil, the Commissioner of the Independent Commission for Human Rights, thanked Al- Istiqlal University with its administration for giving the chance to organize this day, mentioning the strategic relations with the University and the ambition to reach a common scientific path, noting the work of the Board of Grievances especially in the field of the complaints unit in the public sector, types and mechanism of progress and how to follow up and resolve by the competent authorities and the partner of the Council of Ministers and the security services, especially in the field of complaints unit of the public sector, its types, the mechanism of progress, follow up and resolve it by the competent authorities, the partner of the Council of Ministers and the security services.

For his part, Mr. Kamel Al- Rimawi, the Director of the General Department of Complaints, stressed that the complaint is legitimate for every citizen and the right has to be taken away from any official or institution, giving a brief introduction about the mechanism of the work, which is used in the submission of complaints, and how to employ technology in it with the following up from the partners, noting that his administration works for the third year with Al-Istiqlal University and the Faculty of Law in order to familiarize students with the mechanism of work and legality.

Finally, the working day was held during three scientific sessions with presenting eleven research papers. So the first session was presented by Dr. Mohamed Bedosi entitled “Government and independent systems in receiving and processing complaints”. The second session was held by Ms. Eslam Al-Tamimi about “The role of the security institution in receiving complaints processing”. The third session was presented by Dr. Omar Rahal entitled “The role of governorates, civil society organizations and media in handling complaints”.
